CLIIN-Cert certification program
Every tonne of waste valued, measured and verified
Automated certification of environmental and carbon credits in waste value chains, from generator to recycler to final buyer, with accredited third-party verification.
- ABNT NBR ISO standards and UNFCCC methodologies
- Digital MRV from Brazilian waste manifests, disposal certificates and e-invoices
- Built-in double-counting prevention
Program being implemented. Technical document in draft (v0.1), prepared for submission to ABNT, the Brazilian standards body. No unit is issued before verification by an accredited body.
Two units, never interchangeable
Each reduction generates a single unit, with a single holder and a unique serial number.
CLIIN Carbon Credit
1 tCO₂e of verified emission reduction, market-eligible and tradable as an offset.
- Verification with reasonable assurance
- Article 6 ready, subject to authorization by the Brazilian State
- Accreditation path in Brazil's SBCE for recognition as CRVE
Environmental Attribute Certificate
Attests a verified physical attribute: tonne recovered, renewable MWh, recycled content or recovered nutrient.
- ESG reporting and recycled content proof
- Supply chain compliance, such as CBAM
- Cannot be used to offset emissions
Six activity modules
Each transaction is classified into one or more versioned modules, with defined minimum evidence.
Recycling and replacement of virgin raw material
- Unit
- CCC + CAA (t recovered)
- Minimum evidence
- Waste manifest, disposal certificate, invoice for the secondary material, weighing
Avoided methane (composting, digestion, animal manure)
- Unit
- CCC
- Minimum evidence
- Waste manifest, disposal certificate, process record, composition analysis
Renewable energy (biogas, biomass)
- Unit
- CCC + CAA (MWh)
- Minimum evidence
- Meter reading, energy contract or bill
Biofertilizers and bio-inputs
- Unit
- CCC + CAA (t of nutrient)
- Minimum evidence
- Composition report, invoice, agriculture ministry registration where applicable
New materials
- Unit
- CAA; CCC only with verified LCA
- Minimum evidence
- LCA or EPD, invoice, technical sheet
Low-carbon logistics
- Unit
- CAA (tCO₂e avoided in transport)
- Minimum evidence
- Telemetry or georeferenced distance, vehicle and fuel
From registration to retirement
No step can be skipped, and every transition is kept in an immutable audit trail.
- 1
Registered
Transaction created on the platform.
- 2
Evidenced
Minimum module evidence attached and validated.
- 3
Calculated
Automatic calculation done; estimated, non-transferable unit.
- 4
In verification
Lot included in a verification period by the accredited body.
- 5
Verified
Verification statement recorded.
- 6
Issued
Serial number assigned and recorded.
- 7
Transferred
Sale or assignment recorded.
- 8
Retired
Used as an offset, with a declared beneficiary. Final state.
Pending. Missing or inconsistent evidence; the participant is notified.
Rejected or cancelled. Rejected by the verification body or withdrawn.
In the pilot, lots reach Calculated: the unit is shown as estimated and non-transferable until verification.
Principles
ABNT NBR ISO 14064-2 and the ICVCM Core Carbon Principles.
Additionality
The reduction would not happen without the transaction; disposal already required by law generates no credit.
Conservativeness
When in doubt, the parameter that results in fewer units is used.
Uniqueness
Each reduction generates one unit, with one holder and one unique serial.
Traceability
Every unit points back to the evidence it came from.
Transparency
Factors, formulas and calculation versions are public and versioned.
Safeguards
Priority to including waste picker cooperatives, in line with Brazil's solid waste policy.
Credibility in five layers
The certification architecture follows the international accreditation ecosystem.
| Layer | Institution | How it applies to CLIIN-Cert |
|---|---|---|
| Verifier accreditation | IAF and, in Brazil, Cgcre/Inmetro | The verification body is accredited under ISO 14065 by an IAF signatory. |
| UN regulated market | UNFCCC (CDM and Article 6.4) | Methodologies aligned with Article 6.4 standards. |
| Voluntary standards | Verra (VCS), Gold Standard | Optional dual-certification route for international buyers. |
| Market integrity | ICVCM | Core Carbon Principles met by design. |
| National regulated market | SBCE (Law 15,042/2024) | Methodology accreditation for issuing CRVE. |
CLIIN owns the methodology and operates the platform, and does not verify the units it issues. Verification is always performed by a third party accredited under ABNT NBR ISO 14065.
Before the first CCC issuance, the partner verification body must prove current ISO 14065 accreditation. Until then, only CAA can be issued.
Ready for Article 6 and Brazil's SBCE
Units are prepared for Article 6 of the Paris Agreement. International transfer depends on authorization by the Brazilian State and a corresponding adjustment in the national inventory.
- Each CCC has an authorization status: not authorized, authorized for the NDC, or for other international mitigation purposes.
- An authorized unit transferred abroad is blocked for domestic use and reported to the SBCE central registry.
- Aggregated data by city, state, material and module exportable in open format for the national inventory.
Governance
- Any module or parameter change creates a new version, with public consultation, and never applies retroactively to issued units.
- Technical committee with academia, verification bodies, cooperatives and buyers.
- Methodology review at least every 2 years and whenever SBCE or Article 6.4 rules change.
- Carbon removal through biochar is handled by a separate program, CLIIN Ro-Cert, with no double counting.
