Program being implemented. Technical document in draft (v0.1), prepared for submission to ABNT, the Brazilian standards body. No unit is issued before verification by an accredited body.
CLIIN-Cert methodology
Summary of the technical specification (draft v0.1). The full document will be published after public consultation.
Scope
Quantify, verify, issue and track environmental units generated by waste transactions, from generator to recycler to final buyer, for all classes of Brazilian standard ABNT NBR 10004. It does not cover carbon removal through pyrogenic biochar, handled by CLIIN Ro-Cert.

Quantification
For each lot and module, the reduction is baseline emissions minus project emissions and leakage. If the result is zero or less, no unit is generated.
ERl,m = BEl,m − PEl,m − LEl,m
The issued quantity applies a deduction proportional to data uncertainty: level 1 (certified weighing and validated manifest), level 2 (declared weighing), level 3 (estimate). Level 3 lots do not generate CCC.
Qemitida = ERl,m · (1 − fincerteza)
M01: BE = m · (EFvirgem + EFdestino) · PE = m · EFreciclagem + Etransporte
The calculation is deterministic: the same evidence, module version and parameter table give the same result. Each calculation records versions, inputs, result and time.
Allocation along the chain
Each unit has a single holder at issuance: the participant whose action causes the reduction. Economic sharing between generator, recycler and buyer happens on the sale revenue, not by splitting the unit.
| Module | Default proponent | Other participants |
|---|---|---|
| M01 | Recycler or processor | Generator and buyer share the revenue and receive CAA |
| M02 | Composting or digestion operator | Generator shares the revenue |
| M03 | Energy producer | Waste generator shares the revenue |
| M04 | Biofertilizer producer | Generator and buying farmer receive CAA |
| M05 | New material manufacturer | Buyer receives recycled content CAA |
| M06 | Carrier | Shipper receives CAA |
Double-counting prevention
- The same manifest, certificate or invoice cannot support more than one calculation in the same module.
- Every evidence package has a recorded SHA-256 hash; a repeated hash blocks issuance.
- Before issuance, available external registries are checked (SBCE, Verra, Gold Standard, CLIIN Ro-Cert).
- When retired, a unit records the final beneficiary and can no longer be transferred.

Digital MRV
- Waste manifest checked against Brazil's SINIR: number, generator, carrier, receiver, class and mass.
- Disposal certificate consistent with the manifest and the declared destination.
- E-invoice with a valid access key and consistent tax ID, product and quantity.
- Mass mismatch between manifest, weighing and invoice above tolerance sends the lot to pending.
- Distance between origin and destination consistent with the declared transport.
Verification
Follows ABNT NBR ISO 14064-3, with reasonable assurance for CCC and limited assurance for CAA. Sample-based verification per period, with a 5% materiality threshold: if the sample exceeds it, the whole period goes back to full verification. The verification body has read-only access to evidence, calculations and the trail.
